Harris County approves $863M flood agreement Harris County commissioners approved an agreement with the Texas General Land Office Oct. 31 for a combined $863 million in grant fund- ing to the Harris County Flood Control District that will be allocated for flood-risk reduction projects associated with the 2018 flood control district bond program. Explained Two grants were approved, and each grant has different mandated completion dates, according to court documents. The federal funding comes from the U.S. Department of Housing and Urban Development and is administered by the GLO. • Projects funded by a $322 million grant must be completed by March 31, 2026. Projects funded by a $541 million grant must be completed by March 31, 2028.

Harris County awards child care grants Harris County commissioners awarded five organizations a combined $18.8 million in grants Oct. 31 to improve child care quality over the next three years. The new initiative is called Early Learning Quality Networks and was fully funded by American Rescue Plan Act funds. The impact A July report by nonprofit Children at Risk found one-third of all ZIP codes in Texas qualify as child care deserts, meaning there are at least three times more children eligi- ble for early child care than the number of available seats. Children at Risk is one of the five groups to receive funds, alongside the East Harris County Empowerment Council, VN Teamwork, YMCA of Greater Houston and Harris County Public Library.

July 18 Commissioners authorize the Harris County Flood Control District to work with the state on a direct allocation of $502.5 million . Generation Park to house biotechnology center San Jacinto College will open a biotechnology center at its Generation Park campus by the first quarter of 2025, officials announced Oct. 19. The big picture According to an Oct. 19 news release, SJC has part- nered with the National Institute for Bioprocessing Research and Training to offer students NIBRT- licensed training and with McCord Development— the owner of Generation Park—for the biotechnol- ogy center. The center will offer “comprehensive, hands-on training with realistic good manufacturing practices simulated environments.” Zooming in In January, SJC’s biotechnology program will launch at the college system’s campus in southeast Houston. The program will provide a 90-hour hybrid program for biomanufacturing professional

San Jacinto College to launch new degree In light of an increased demand for cyber- security professionals, San Jacinto College will begin offering a new degree in fall 2024, officials announced in a Nov. 16 news release. A closer look According to the release, 40 students are anticipated to enroll in classes for SJC’s new bachelor’s degree—which will be an informa- tion technology degree with an emphasis in cybersecurity—in fall 2024. What’s next To finalize the new program, college offi- cials will notify the Texas Higher Education Coordinating Board and the Higher Education Regional Council, and create a curriculum and propose it to The Southern Association of Colleges and Schools Commission on Colleges.

Harris County Precinct 3 will install approxi- mately 300 new ashing school zone signs across 10 school districts to enhance safety, Precinct 3 ocials announced in a Nov. 10 news release. The details According to the release, the $2.5 million project is already underway as of early November and is expected to be completed during the rst quarter of 2024. The new trac devices will enhance safety around schools by alerting drivers with ashing lights within a school zone to slow down and pay attention to pedestrians in the area. According to a July report issued by research and advocacy nonprot Children at Risk, a third of all ZIP codes in Texas qualify as “child care deserts,” meaning there are at least three times more children eligible for early child care than the number of child care seats available. In the Greater Houston area, 45 ZIP codes qualify as child care deserts, according to data provided by Children at Risk. Additionally, the accessibility of subsidized child care seats saw a roughly 29% decrease from 2020 to 2022, falling from an average of 38.1 seats per 100 children of low- income working parents to 27.2 seats. To determine whether a ZIP code classied as a child care desert, Children at Risk ocials used 2022 U.S. Census Bureau data to dene a child as eligible for care if they were age 5 or younger and both of their parents were employed. In the Lake Houston area as dened by Children at Risk, two ZIP codes qualify as child care deserts: 77365 and 77345. Kim Kofron, Children at Risk’s senior director of education, said access to child care has been a problem throughout the state for decades, but she said the issue was further complicated by the COVID-19 pandemic. Kofron said Texas had around 17,000 early child centers before the pandemic hit in 2020. While that number had fallen to roughly 12,000 in 2021, the number of providers has since rebounded to around 14,000. While Kofron said she was disappointed the state Legislature failed to approve an additional $2.29 billion for early child care that was originally included in the state’s budget, she pointed to a handful of bills that were approved aimed at assisting child care providers in Texas. Kofron said the industry could take an additional hit with the loss of federal relief funds. According to the nonprofit’s report, the relief funds helped support more than 80% of the existing child care centers in Texas. “Really, what that extra money provided was a bedrock of funding that allowed centers to pay their staff more—to be able to keep tuition lower for families,” Kofron said. “That money is gone now.” Matt Evers—co-owner of several Primrose School locations in the Greater Houston area, including Primrose School at Balmoral in Humble—said his businesses used a portion of the relief funds to help cover the cost of tuition for some staff members. Evers noted the loss of federal funding shouldn’t affect his staff’s compensation and benefits, but he said he believed low-cost providers might take a harder hit. Kofron said the loss of federal funding coupled with the rising cost of inflation could lead child care providers to raise tuition rates that are already too

high for many families, which she said could have adverse effects on other sectors of the economy. According to a March economic impact analysis by nonprofit Council for a Strong America, the nation’s child care crisis now costs an estimated $122 billion in lost earnings, productivity and revenue from parents, businesses and taxpayers every year.

Sweet Granny Bea’s boasts homemade pies, desserts in Humble Known for its authentic Southern pies, Sweet Granny Bea’s was inspired by owner Bea Emanuel -Sims’ grandmother’s recipes. “When my grandmother passed away in 2007, I started baking sweets to feel her spirit and to feel a connection to her,” Sims said. How it happened Sims said her grandmother’s passing inspired her to continue to keep her legacy alive through her sweet potato pie recipe. Although she originally began baking pies for friends and family, her baked goods quickly gained a following, which led her to start a home-based baking business in 2017. Six years later, she opened her rst brick-and-mortar store- front in Humble on Jan. 25. On the menu According to Sims, Sweet Granny Bea’s is known for its unique pies and desserts, including sweet potato pie, pecan pie, lemon squares, peach cobbler and banana pudding. Although Sweet Granny Bea’s does not oer its full menu in store, customers can place orders 48 hours in advance and request any dessert on the menu. The business also oers a collection of home and gift items, including the Sweet Granny Bea’s cookbook, aprons and gift sets. “The main thing is when we bake, I make the environment really fun because I really do believe that when you have love in your heart and you bake with love, it kind of transfers to the food and makes the food taste better,” Sims said.

Kingwood’s Creativity Shell provides safe space Creativity Shell—a nonprot youth trade school in Kingwood—was created to help children learn skills to navigate life through activities such as sewing and cooking, said Shelancia Daniel, the school’s founder and executive director. The backstory Daniel said she launched Creativity Shell about eight years ago to oer discounted classes on skills like sewing and baking to children ages 5-17. The organization moved to its current location in 2022. The impact Daniel and her team work with many children who have mental health issues, mental disabilities or who are victims of human tracking. Students love attending Creativity Shell classes, because the organization is a safe space for many, Daniel said.
