Central Texas’ growth boosts developments, inches closer to metroplex
The Central Texas region from Austin to San Antonio experienced immense growth in the past decade due to economic development along the I-35 corridor. By 2045, 53% of the population between San Anto- nio and Austin is expected to live within 5 miles of I-35, according to a 2019 study by the Capital Area Metropoli- tan Planning Organization and the Alamo Area Metropol- itan Planning Organization. In this study, the two organizations analyzed growth in the counties between San Antonio and Austin. By 2060, Bexar County is projected to reach a pop- ulation of more than 2.6 million, and Travis County is expected to reach more than 1.7 million, according to BY ZARA FLORES, SIERRA MARTIN & JARRETT WHITENER

Jordan Matney, New Braunfels assistant city manager, said the position of the cities on the I-35 corridor has in u- enced its economic growth and development. “I think when I-35 traverses your city, you’re sort of primed for growth,” Matney said. “I think the entire state of Texas is seeing a large amount of growth within the last 10 to 20 years. And a lot of those cities on the I-35 corridor … have seen some rapid development.” From 2022-60, Hays County is expected to have a 105% increase in population, while Comal County will increase by 74%, and Guadalupe County will increase by 47%, according to data from the TDC. FEATURED IMPACT NAME CHANGES The United States Postal Service o ce at 651 N. Business I-35, Ste. 420, New Braunfels, will now be designated the Bob Krueger Post O ce after the U.S. House of Representatives passed House Resolution 8203 on Dec. 1. Robert Charles Krueger was an American diplomat and politician. He served as a congressman, senator and U.S. ambassador and died April 30 at the age of 86. “This legislation provides a modest way for us to honor one who did so much in so many ways for so many,” U.S. Rep. Lloyd Doggett said. “My legislation will name this post o ce, in the heart of his community, just a block away from a twist and turn of the great Guadalupe River, after its great, late Bob Krueger. To honor his memory and make his rich legacy—his values, his grace, his kindness, his commitment to service—a part of our future.” President Bill Clinton appointed Krueger as the ambassador to Burundi, where he documented Rwandan refugees eeing massacres and was one of the rst Western
voices to report the genocide. His mission was to sound the alarm, document atrocities and ensure international notice. After surviving an assassination attempt, Krueger and his family evacuated, and he was appointed ambassador to Botswana, according to Doggett. “Throughout all his types of service, whether he was driving a pickup truck around West Texas or an armored vehicle in Burundi on a diplomatic mission, he always was driven by the same values, same faith, and the same guiding light: his family,” Doggett said. www.usps.com

The increased price of natural gas has also contributed to the projected rise in electricity prices through Electric Reliability Council of Texas this winter, according to Crouch. NBU Chief Administrative Officer David Hubbard said the state Legis- lature has made progress in imple- menting priorities set with Senate Bill 3, in which goals were set after Winter Storm Uri to analyze better preparation and response to weather emergencies and power outages. “We talk about Winter Storm Uri a lot, and it’s going to keep happening for a number of years because Winter Storm Uri changed the landscape of the energy market here in Texas,” Hubbard said. Utility bill redesign NBU took customer feedback in 2022 to redesign the structure of the bills sent for utility charges to be easier to understand. “I think a big takeaway from our summer months was our bill was a bit difficult to understand, so we took that feedback from our customers,” NBU Customer Service Manager Vania Caballero said. The three components of the electric grid reflected on the new NBU bill structure include generation, transmission and distribution. The purchased power and power cost recovery adjustment, or PCRA,

A new bill redesign was also unveiled. Above-normal temperatures and below-normal precipitation com- pared to previous years are forecast through February. The drought is also projected to persist during that time, according to data from the National Oceanic and Atmospheric Administra- Rebekah Crouch said natural gas is important leading into the winter sea- son because it is used for residential home heating as well as being a fuel component to create electricity. “We’ve had a relatively mild winter thus far,” Crouch said. “So the warmer it is in the winter, the less natural gas we use for residential heating or to generate electricity, the more natural gas is available for later in the winter season.” Crouch said due to increased consumption of natural gas and the competitive natural gas market, commodities prices are expected to increase across the country this winter. “The Energy Information Adminis- tion analyzed by NBU. charges on previous bills have been changed to the current bill line items of generation, transmission and replenish reserves. Replenish reserves will be on bills until the company is able to refill its stabilization fund again, according to Caballero. “Purchased power is the cost to NBU to buy power through ERCOT and then pass it through to our customers,” Caballero said. “And that PCRA is also the cost of power that we buy in ERCOT that is passed through to our customers.” The delivery charge bill item will remain with the clarification of the availability charge being changed to the electric service availability charge
on the new bill. NBU officials also have an optimis- tic outlook on the financial security of the utility company and anticipate having enough money in reserves to support utility services in New Braunfels in the event of an extreme weather event. “We’re still in the process of rebuilding our reserves. It’s gonna take us a number of years to get where we need to get, but we do have some in place now,” Hubbard said. “We did go out and procure ... a line of credit in order to pay off some of the costs. And so we reserved half of that line of credit for emergency situations. So we’re in a good place.”

Each special session focuses on speci c topics chosen by the governor and only laws on those topics can be passed.

Early bill lings show education, property tax relief among major priorities for 2023 legislative session

average daily attendance threshold. But when a student is frequently absent, their school loses money, even if the school’s day-to-day operations do not change. Bills have been led to raise the allotment and change the per-pupil funding formula. Property taxes Texas has one of the highest property tax rates in the nation. This is because the state does not charge an income tax. Additionally, local property taxes are used to fund schools, city infrastructure, emer- gency services and more. Multiple bills have been led to eliminate or reduce schools’ mainte- nance and operations taxes, which fund day-to-day operations and employee salaries. Rep. Andrew Murr,
R Junction, led two bills to eliminate the tax. HB 29 would create a joint commit- tee that would deal with the details of eliminating the tax, while HB 38 would increase certain state taxes in place of the local property taxes. Homeowners can also receive homestead exemptions, or a reduction in a portion of the home’s value for tax purposes. A $40,000 reduction is available for each homeowner’s primary residence. HB 40, led by Rep. Erin Zwiener, D Driftwood, would create a homestead exemption for property that is used to harvest rainwater or gray water. HB 144, led by Rep. Diego Bernal, D San Antonio, would create an exemption for the parent or legal guardian of someone who receives care in their home while waiting on state support.
A month before the Jan. 10 start of the 2023-24 legislative session, Texas lawmakers had led over 1,100 bills. Thousands more are expected to be led, but only some will become laws. Lawmakers have until the 60th day of the session—March 10—to le prospective pieces of legislation. Education funding and property tax relief are two topics of early lings. Education and public schools Changing the way Texas funds public schools is top of mind for many educators, administrators and parents. Schools receive per-student funding from the state under the basic allot- ment. This is based on average daily attendance, or the number of students in attendance on average. Schools earn $6,160 per student who meets the

FEATURED DINING COWBOYS & CADILLACS ROOFTOP BAR A new bar and music venue is slated to open in downtown New Braunfels in the summer. Cowboys & Cadillacs Rooftop Bar, to be located at 204 W. San Antonio St., will be perched on top of the buildings that make up La Belle Vie, a French imports and antiques store; Luxe Design Studio; and Red Stag, a home goods mercantile and the former home of the Seguin Beauty School. Cameron Corzine, the builder and co-owner of Cowboys & Cadillacs, said the bar will be incorporated into three stories total, including the rooftop. La Belle Vie—located at 125 N. Castell Ave.—will move into the Seguin Beauty School spot at 214 W. San Antonio St. “It’ll be a high-end, Western-themed bar with craft cocktails, rare wines and whiskeys,” Corzine said. “There [will be] some re pits, really nice seating. We will have an Airstream trailer that we are converting into seating. All the bars specialize in high-end, clean, good mixology drinks.” Corzine said the establishment will also o er some food and appetizers but will not be a full restaurant. A
second bar on the third oor above Red Stag will be a walk-up bar only. “We will have waitsta , so you decide to use them, or you can order at the bar,” he said. Both bars will feature liquor lockers that customers can purchase to keep bottles of liquor or wine at the bar. The total build-out will amount to almost 10,000 square feet. The oldest of the three buildings that houses Red Stag was built in 1893, according to the Comal Appraisal District.
