$23.8k fence proposed to address litter, safety below Faust Street Bridge

A $23,800 fence was proposed to be installed near the Faust Street Bridge to address issues such as litter, trespassing and safety concerns. The details River and Watershed Manager Amy Niles presented the recommendation at an Oct. 8 River Advisory meeting to restrict access to the area below the bridge, which has experienced increased public use despite not being designated as a park, she said. Large crowds frequently use the area during weekends, setting up canopies, grills and coolers, leading to large amounts of litter. The location lacks public restrooms, causing sanitation problems for nearby residents, and makeshift steps and steep terrain make it dicult for emergency services to respond to incidents.

By the numbers Niles presented numbers from this year that showed increases in incidents and service demands: • 185 55-gallon bags of litter and 611 bags of trash were collected. An additional $13,000 budget amendment was required to cover increased cleanup needs. • 371 citations were issued this year, compared to 195 in 2023. • 155 calls for service were reported, addressing parking violations, intoxication, assaults and medical emergencies. What’s next? The fence would tie into existing neighboring barriers to limit access below the bridge while allowing events on the bridge itself, Niles said.

Comal County disaster declaration issued Comal County declared a state of local disaster Oct. 21, citing extreme wildfire risks from drought conditions, high winds and low humidity. The details Comal County Judge Sherman Krause signed the disaster declaration Oct. 21 after the county’s Keetch-Byram Drought Index reaching 709, signaling critical fire risk. According to the disaster declaration, it imposes bans on open-flame cooking, welding and other activities that might spark a wildfire. The Keetch-Byram Drought Index is used to determine forest fire potential, and ranges from 0-800, with 800 being the greatest risk. What they’re saying Emergency Management Coordinator Jeff Kelley said the disaster declaration indicates the

Guadalupe County now under burn ban Burning is prohibited in unincorporated areas of Guadalupe County starting Oct. 2. The Guadalupe County Commissioner’s Court approved the ordinance during the Oct. 1 meeting. The ordinance will be effective through Dec. 31 , or when the order is rescinded. Patrick Pinder, Guadalupe County emergency management coordinator and fire marshal, said current conditions are too dangerous to allow burning. Last NBISD 2018 Bond project gets extra funds The last project approved in the New Braunfels ISD 2018 Bond still under construction—Legend Point Elementary School—received additional fund- ing from the board of trustees Oct. 14 as the bond is running out of funds over the next few months. The takeaway Combined with project delays, a change in the originally planned location of the elementary school in 2022 to 4365 Klein Meadows Road, construction delays and inationary pressure resulted in the price tag for the school increasing from $30 million to $53 million, said Paul McLarty, chief nancial ocer for NBISD. “We’ve got the capital and contingency fund set up that we can use, and that’s what we’re asking to do ... and not to exceed $9 million of use of that capital and contingency fund for the purpose of closing out this one,” McLarty said.

Construction begins on TLU athletic facility Texas Lutheran University broke ground on the $6 million Verne Lundquist Student Athletic Center on Oct. 26. The details The 10,000-square-foot facility will feature a weight and conditioning room, locker rooms for women’s soccer and softball teams. The facility is named after TLU alumnus and sportscaster Verne Lundquist, began his broadcasting career at Seguin’s KWED radio and later worked with ABC, CBS and Turner Sports. The facility is set for completion by late summer 2025. The center will also free up space in the Jones Physical Education Complex for visiting teams.

Safety plan for West San Antonio Street unveiled The city of New Braunfels is moving forward with a plan to reallocate street space on West San Antonio Street, prioritizing safety, access, mobility and parking in the downtown area. The approach The project focuses on the segment of West San Antonio Street from Walnut Street to Main Plaza, a major east-west arterial through downtown that serves adjacent commercial and residential areas, said Garry Ford, the director of transportation and capital improvements for the city. Ford identified this segment of San Antonio Street as a high-crash priority roadway, with 38 crashes reported over a four-year period, including two serious injuries and three involving pedestrians and bicyclists. Out of all the recommendations Ford pre- sented, the following option was recommended,

Parks department adopts new ADA plan The New Braunfels Parks and Recreation Department adopted an ADA Transition Plan to meet national accreditation stan- dards on Oct. 8. The details The plan will guide the department in improving accessibility across facilities and programs, serving as an interim measure until the city’s broader ADA plan is final- ized, New Braunfels parks analyst Shannon Jackson said. The city was previously accredited in 2020 but did not meet the standard for hav- ing an ADA transition plan, Jackson said. The adopted interim plan will allow the city to present it as part of its documentation for the 2025 re-accreditation process.

Why now?

The decision to build the new mental health facility comes as Comal County grapples with a growing mental health crisis. In September, Hill Country MHDD received 183 crisis hotline calls in Comal County, the majority from hospital emergency rooms, followed by concerned residents, Sturdivant said. “We have a number of calls from law enforce- ment or the jail that we may respond to, but the vast majority of the calls do come from hospital emergency rooms,” said Sturdivant, who added that the new center will reduce the burden on hospital emergency departments. Wigington said she’s witnessed rsthand the strain on local resources, as she handles the judicial aspects of mental health cases, including signing warrants for evaluations and orders of protective custody. “It’s a huge burden on our community, and it’s not the best way to care for people in crisis,” Wigington said. In addition, those experiencing crises— whether referred by local hospitals, family members or 911 responders—can be directed to the facility for stabilization and care, oering a quicker and more appropriate alternative to emergency rooms. The $4.5 million in annual operating costs will cover a sta of around 50 employees. Hill Country MHDD will also provide $1 million in furniture and equipment for the facility, said Charles Rittenhouse, chief nancial ocer of Hill Country MHDD. The facility is set to break ground in December, with an estimated 10-12 month construction timeline, Hornseth said. Once completed, it will be operated by Hill Country MHDD, he said.

The new facility will be built by Comal County and operated by Hill Country Mental Health and Developmental Disabilities. Funded through federal American Rescue Plan Act grants, the facility will provide a vital resource for residents experiencing mental health emergencies, Comal County Administrator Tom Hornseth said. “We’re sending people all the way to San Antonio, Austin or even Kerrville for treatment,” said Wigington. “That means taking our ocers o the streets and paying for expensive ambulance services. It’s traumatic for the individual, and it disconnects them from their support system here at home.” By keeping individuals within their community, a new crisis stabilization unit aims to improve outcomes and reduce the revolving door of the criminal justice system, Wigington said. Hill Country MHDD will coordinate closely with the Comal County Mental Health Coalition, which includes law enforcement, courts and other stakeholders, said Landon

What’s next?

On Oct. 17, Hill Country MHDD broke ground on a similar facility in Uvalde, Citron said. “Diversion centers like this one are emerging across Texas as alternatives to hospitalization,” Citron said. “They help ll gaps left by the shortage of state hospital beds and stang challenges, which have limited the state’s ability to keep some psychiatric wings open.” Once the construction is nished, Comal County will retain ownership of the new facility. Hill Country MHDD will track and report various metrics from the facility, including occupancy, services provided and crisis resolution outcomes.
