Pearland no longer allowing short- term rentals in residential areas

City Council also approved an update to the UDC regarding how many unrelated people can live in a home and still be considered a family for code enforcement purposes. The Planning & Zoning Committee unanimously recommended adopting the change to both short-term rental and unrelated people in a household at its Jan. 13 meeting. For housing purposes, the city’s previous development code defines a family as any number of persons related by blood or marriage, or four unrelated people living in the same household. The amendment changes that definition to allow only three unrelated people living in a household to be considered a family, according to previous reporting by Community Impact.

Pearland previously allowed short-term rentals in residentially zoned districts, defining them as a home or bedroom rented for compensation on a temporary basis for fewer than 30 consecutive days. Current short-term rentals will be grandfathered in and continue to operate as permitted, city documents note.

Short-term rentals, such as Airbnb and VRBO, will no longer be permitted in areas zoned for residential use in Pearland, effective immediately. Pearland City Council voted unanimously at its Feb. 9 meeting to update the city’s unified development code, or UDC, to change where short-term rentals can operate in the city.

Pearland denies permit for accessory dwelling unit Pearland City Council denied a conditional use permit request to build an accessory dwelling unit, or ADU, on a home in a 3-4 vote at its Feb. 23 meeting, citing concerns that the space could be used in the future to rent to non-family members and/or that the space could be used as a short- term rental decades from now if the property were sold. In February, the city banned short-term rentals in areas zoned for residential use. The details Pearland resident David Deriso requested to build a 665-square-foot one-bedroom, one-bathroom addition to his home’s garage for his mother. “At the end of the day, we’ve got a homeowner who wants to build a 600-square- foot [ADU] for his mom to live out her nal days.” TONY CARBONE, PEARLAND CITY COUNCIL MEMBER

Manvel cuts alarm, pet registration fees Manvel will no longer collect registration fees for alarm systems and animals following City Council’s approval to remove the fees at its Feb. 2 meeting. What you need to know Under the current ordinance, alarm permits cost $50 for homes and $100 for businesses, while animal registration fees range from $5 to $10 based on spay or neuter status. Under the newly approved revision: • Alarm registration fees are eliminated • Pet registration fees are eliminated, but enforcement fees such as animal impound charges remain Since many residents have already paid registration fees for 2026, the city plans to fully implement the process starting in 2027.

Friendswood reopens council chambers Friendswood hosted a ribbon-cutting ceremony for the reopening of the council chamber at Friend- swood City Hall on Feb. 2, following renovations and updates to the room’s audio-visual capabilities. The backstory The chambers underwent renovations

throughout 2025, forcing City Council to meet at alternative locations such as the Friendswood ISD Administration Annex building. The $370,000 renovations primarily focused on updating the room’s audiovisual technology, as the existing system was outdated and nearing the end of its life, according to city documents. Failure of the room’s audiovisual technology would eliminate the city’s ability to record and livestream the city’s public meetings, preventing government transparency, according to city documents.

The population in Pearland, Friendswood and Manvel is growing and becoming more diverse, according to U.S. Census Bureau data. Meanwhile, median household incomes also increased throughout the area. One ZIP code saw an increase at nearly 45%. On Jan. 29, the U.S. Census Bureau released new five-year data for 2024 as part of its American Community Survey, which represents a five-year estimate of the population across the country from 2020 to 2024. This data compares with the 2019 survey results, which studied the country from 2015 to 2019.

AISD Superintendent Carol Nelson reects on 30 years with the district In an interview with Community Impact , Alvin ISD’s superintendent Carol Nelson, discussed her time serving the district following the announcement of her retirement on Feb. 10. Nelson began her career with the district in 1989 as a teacher and went on to serve as librarian, assistant principal, principal, director, associate superintendent, and, in 2019, was appointed superintendent. Nelson will be retiring at the end of the 2025-26 school year. AISD’s superintendent search for the 2026-27 school year is currently ongoing. How did your goals for the district evolve in response to student needs, community growth or trends in education? As superintendent, I’m continually reviewing our goals and adjusting in areas where needed. You must be able to pivot and adjust with the ever-changing environment be it the pandemic, weather events, such as the tornado or legislative changes that aect us. You also cannot lose sight of the ultimate goal which is the success of your students. You must put great systems in place, strong instructional strategies, great professional learning for your sta, then support them throughout. How have you helped manage the district’s enrollment growth in your time here? Each year we work with our demographer to forecast areas of growth throughout the district. We analyze birth rates, housing starts and

projections for each grade level. We then review our facilities and their capacity to determine where we may need new facilities or adjust boundaries. Alvin ISD passed a bond under your leadership in 2024. How do you hope that bond will be remembered as part of your legacy? I would hope that the community saw that I was a good steward of their tax dollars and that each decision was student-centered. I’m proud that we have delivered our bonds on time and under budget. How has the district worked to prepare students for college and future careers? Our [career and technical education] programs are some of the best in the state. Our students are either securing jobs in the workforce right out of high school or pursuing higher education. Our sta has worked diligently to partner with businesses to give students real life experiences. What do you hope to see out of the state in terms of funding or new initiatives and implementations for students and sta? I hope that the state will eventually fund all unfunded mandates that have been placed on schools. School districts continue to have so much placed on them that is beyond educating students. I would also like to see the state develop an easier pathway to the workforce for students who do not plan to attend college. Prior to your role as superintendent, you held several positions within the district. Which role was your favorite, and why? Each position I have held has been deeply meaningful to me and has played an important role in shaping the professional and personal journey that has led me to where I am today.

Out of your service of over 30 years to the district, what are you most proud of in your time at Alvin ISD? I would have to say that I’m proud of the sta that serve our students and the success that our students have shown over the years, be it in the classroom, on a eld or a stage. Alvin ISD is a great place to raise a family and I’m proud to call it home.

The cost The $81.5 million bond package will increase the tax rate by up to $0.0349 per $100 valuation of a home. For a home valued at $500,000, this increase will translate to approximately $125.64 annually, or $10.47 monthly, assuming a $140,000 home- stead exemption, district oficials said. By comparison, for the same $500,000 home, the estimated increase of the district’s failed 2025 bond proposal would have been roughly $576 annually, or $48 monthly.

Expanded reach By adding three new docking stations, Friendswood expanded its DFR program to service over 90% of the city.

In 2025, Friendswood launched its drone as rst responder program, in which the city’s police department dispatches a drone to respond to a call before ocers arrive on scene. The Federal Aviation Administration, or FAA, allows the department to y the drone within a 2-mile radius of its docking location, so until now, the department could only service a limited portion of the city near its police station, located at 1600 Whitaker Drive, Friendswood. By the end of February, the department will add three new docking stations, increasing aerial visibility to over 90% of the city, Multimedia Communications Specialist Taylor McCombs said. Unlike traditional police drones, which ocers pilot on-scene, these drones are mounted at xed locations and piloted remotely from a control room. Created by manufacturer DJI, the drones feature high-end cameras with infrared sensors for thermal imaging and zoom capabilities. Each drone and dock costs $22,000, and the Dronesense software to operate them costs $8,000 per year, Friendswood Police Chief Josh Rogers said. Even during the testing phase, the drones were deployed just under 200 times in January, Sgt. Scott Muir said, adding that he anticipates the number will increase “exponentially” once the program is fully operational.

Friendswood isn’t the only area community building a robust drone as rst responder, or DFR, program. In 2023, the FAA authorized the Pearland Police Department to operate its DFR program in a beyond- visual-line-of-sight operation, eliminating the need for human visual observers—the rst department in the nation to receive that distinction. Manvel Chief of Police Keith Traylor, whose department has used drones since 2021, said if the department secures city funding in the 2025-26 scal year, he anticipates it will be able to launch its own DFR program within the year. Since 2021, Manvel’s police department has grown its drone eet from two to six, Traylor said. “They’re a very, very ecient tool for us and ... as technology progresses, they’re going to get better and better and better,” Traylor said. “There’s all kinds of uses and tools for these devices, and as technology grows, we’re going to grow with it here.”

While the drones only have a 2-mile ight radius, pilots can monitor areas the drone can’t y over with the camera’s zoom features. Muir said the drones serve as “eyes in the sky” that make law enforcement’s jobs easier, referencing a recent call where ocers used a drone to quickly locate a lost, vulnerable woman. Muir anticipates the drones will be useful in other, higher-risk scenarios, such as encounters with armed suspects. The drone can also be used to triage traf- c accidents. In a recent accident involving two cars with missing tires, Muir said the pilot immediately saw the damage, allow- ing the police department to call wreckers before ocers arrived at the scene.

When Manvel police partnered with the Brazoria County Sheri’s Department to use drones to pur- sue a suspect at night, ocers were able to use the drone’s infrared sensors to discover the suspect hiding only ve feet away from the other ocers, who were unaware of their presence, Manvel Capt. Christopher Day said. Tasks that once required hours of trac barri- cades can now be completed in 15 minutes with drone technology. While drones expand the department’s capabili- ties, Traylor said his department anchors its drone policy in the Fourth Amendment, which prohibits unreasonable searches and seizures. “Some people think that law enforcement is going to use these as a spying tool … but there’s specic laws that we have to follow, and there’s specic rules to ying the drone, to … even get your pilot’s license for the drone,” Traylor said.

Privacy Act, the state law regulating the use of drones, law enforcement agencies in counties with populations over 150,000 must report data collected on individuals and property not under investigation. Looking ahead, Traylor said his department will prioritize working within the bounds of the law. “When you start abusing that, that’s when you start losing your tools ... and that’s what we don’t want to do,” Traylor said.

Traylor distinguishes between drones used for general surveillance and for active police operations. For example, if it’s illegal for an ocer to peer over a fence, it’s also illegal for them to use a drone to look over that same fence. Dr. Aresue Shokrollahi-McClain’s veterinary practice in Friendswood operates a little dierently than other standard practices. For one, only one of her four exam rooms has the typical metal exam table standing in the middle. Instead, the rooms have ottomans and couches, so dogs can sit in or near their owner’s laps and be less nervous. Shokrollahi-McClain also said the practice can oer at-home treatments. “There’s a travel fee ... and that’s between [sta] and the client, but at least the dog isn’t hurting more to get here for a treatment to make them not hurt,” she said.

Staying local Family Animal Hospital of Friendswood was established in 1986, but it wasn’t until 2015 that Shokrollahi took over as an owner. She said she incorporated the same type of care that the previous owner, Alexander Young III, founded the veterinary clinic on. Shokrollahi-McClain also said that while larger corporate veterinary practices have deeper pockets and more employees, “they don’t know you and they haven’t known that puppy since you got it for Christmas that one year for your teenager,” she said. For Shokrollahi-McClain, it’s all about relationships. “I have a lot of joy in knowing people over time and having a pet that was here as a puppy and then seeing them go through those teenage years and nally being a senior,” she said. “We call it Family Animal Hospital because you start to get to feel like they’re your family over time.”
